TxDOT Permanently Closes Busy Interstate 10 Ramp Near Loop 1604 as Part of Major Expansion Project

Commuters navigating the busy northern corridor of San Antonio will encounter significant changes to their daily routes as state transportation officials proceed with a permanent ramp closure. The Texas Department of Transportation announced that the eastbound Interstate 10 entrance ramp situated just south of the Loop 1604 interchange is shutting down permanently to clear the way for ongoing highway infrastructure improvements.

The permanent shutdown takes effect at 5:00 a.m. on Monday, September 14. Motorists who regularly travel through this bustling commercial and educational corridor are being advised to brace for substantial traffic disruptions. The affected zone encompasses high-traffic destinations, including the vicinity surrounding The Rim shopping center, The Shops at La Cantera, and the University of Texas at San Antonio campus.

According to transportation authorities, the closure is an essential step required for construction crews to advance future roadway improvements in the area. While the loss of this specific entrance point is expected to generate near-term traffic headaches, TxDOT has stated that a newly constructed exit ramp is slated to open later this year to help balance traffic flow.

Until additional elements of the interchange reconfiguration are finalized, drivers have been warned that localized delays could persist for several months. To mitigate the resulting congestion, state transit planners have outlined several detour routes tailored to drivers coming from different directions around the interchange.

For motorists traveling along the eastbound Interstate 10 frontage road who need to enter the highway's main lanes, the state advises remaining on the frontage road past the closed entrance. Drivers should proceed through the intersections at UTSA Boulevard and Hausman Road before merging onto the eastbound Interstate 10 main lanes using the entrance ramp located south of Hausman Road.

Drivers attempting to access eastbound Interstate 10 from the eastbound Loop 1604 frontage road face a multi-step detour. These travelers must first navigate the eastbound-to-westbound Loop 1604 U-turn located directly at the Interstate 10 interchange.

Once motorists complete that turn, they are instructed to proceed onto the westbound Loop 1604 frontage road until reaching the U-turn at Kyle Seale Parkway. After taking the U-turn onto the eastbound Loop 1604 frontage road, drivers can enter the eastbound Loop 1604 main lanes via the first available entrance ramp.

From the eastbound Loop 1604 main lanes, drivers are instructed to keep to the right lane to take the direct flyover connector ramp, which safely guides traffic onto eastbound Interstate 10.

A separate routing plan has been established for travelers navigating from westbound Loop 1604 toward eastbound Interstate 10. TxDOT recommends that these commuters continue along the eastbound Loop 1604 frontage road directly through the Interstate 10 interchange.

Motorists following this route must proceed forward to the U-turn at Northwest Military Highway to reverse direction onto the westbound Loop 1604 frontage road. Drivers should then take the first entrance ramp to access the westbound Loop 1604 main lanes and stay in the right lane to utilize the elevated flyover ramp leading onto eastbound Interstate 10.

This ramp decommission represents a single operational phase of the broader Loop 1604 North Expansion Project, a massive undertaking designed to overhaul traffic operations on San Antonio's outer loop. The extensive initiative carries a total budget of roughly $1.4 billion and covers a 23-mile stretch extending from State Highway 16, also known as Bandera Road, to Interstate 35.

The primary objective of the multi-billion-dollar project is to alleviate bottlenecking along what state officials identify as one of the most congested travel corridors in Texas. By reconfiguring ramps, adding lanes, and redesigning major highway interchanges, the agency aims to enhance daily mobility, reduce commute times, and improve overall driver safety across the region.

The expansion is recognized by the Texas Transportation Commission as a core component of the broader Texas Clear Lanes initiative. This statewide program was established specifically to direct funding and strategic construction efforts toward unclogging the most heavily congested traffic corridors across major metropolitan regions in Texas.

The full scope of the Loop 1604 North Expansion Project involves multiple phases of construction that will continue over several years. According to official project documentation, the entire multi-phase highway transformation carries an estimated overall completion timeframe targeted for 2028.

In the interim, local transportation officials urge area commuters, shoppers, and university students to allow extra travel time during peak driving periods. Motorists are encouraged to familiarize themselves with the designated alternate routes and maintain heightened vigilance while navigating through active construction zones in the Loop 1604 and Interstate 10 corridor.
