Kenowa Hills Superintendent Pledges to Move Forward Amid Athletic Scandal and Community Calls for Resignation

Kenowa Hills Public Schools is facing a tumultuous start to the academic year as district leadership works to navigate the fallout from a high-profile athletic department investigation. Despite mounting public criticism and calls from community members for her resignation, Superintendent Dr. Cherie Horner has maintained that the district can overcome its recent challenges and successfully move forward.

The unrest began following the public disclosure of an extensive investigation into a first-hour high school strength and conditioning course. The findings led to decisive disciplinary action by the district, resulting in the termination of athletic director Ross Willick and the formal suspension of head football coach Don Fellows.

The district's disciplinary decisions were officially announced during a heavily attended school board meeting on August 24, which coincided with the first day of the school year. During the session, frustrated parents and local residents confronted Horner and board members, voicing sharp disapproval of how the administration managed the controversy. At the onset of the gathering, media representatives were provided with a comprehensive investigative dossier spanning more than 100 pages, compiled by legal counsel for the school district.

According to Dr. Horner, the inquiry originated under the guidance of the district's prior leadership. The former superintendent had advised the administration to retain independent legal counsel to examine the athletic program. Horner explained that outside attorneys conducted the formal probe, uncovered documented infractions, and provided the evidentiary basis upon which district officials ultimately acted.

The detailed legal report outlined multiple serious infractions committed by Coach Fellows. Investigators concluded that Fellows used inappropriate language when communicating with students and oversaw an exclusively male strength training class composed predominantly of football players. These classroom demographics and practices constituted direct violations of both federal Title IX guidelines and the Michigan revised school code.

The document also revealed that earlier inquiries had flagged Fellows for utilizing Friday morning first-hour class time to review game film with his football players. While the previous superintendent had explicitly directed Fellows to cease the practice, a subsequent follow-up investigation demonstrated that the misuse of instructional time had persisted. The report noted that Fellows continued running gym drills for up to a dozen football players two to three mornings per week, taking up roughly 15 to 20 minutes of class time.

In response to his disciplinary penalty, Fellows previously expressed significant frustration, stating to the media that he disagreed with the administration’s findings. The head coach contended that the investigative review lacked accuracy and failed to incorporate a sufficient variety of viewpoints regarding the class. Nonetheless, Fellows acknowledged the administration's final decision, remarking that he was prepared to move past the controversy.

The repercussions of the investigation extended beyond district-level personnel moves. Shortly after the local penalties were handed down, the Michigan High School Athletic Association intervened by levying formal sanctions against the school. The governing body placed offseason training restrictions on the Kenowa Hills football program and subjected the entire athletic department to a two-year probationary status.

Throughout the unfolding crisis, a significant portion of community anger has centered on allegations that the administration withheld critical information. Parents and residents have repeatedly argued that district leaders failed to maintain adequate transparency while the investigation was actively being carried out over the preceding months.

In response to those concerns, Horner defended the administration's communication strategy while acknowledging public frustration. The superintendent explained that while self-reflection is an essential part of leadership, active legal inquiries inherently limit what can be disclosed publicly. Horner emphasized that district leadership was forced to navigate a difficult balance between providing public transparency and upholding strict legal duties to safeguard the privacy and rights of the individuals under investigation.

Discontent within the school community has culminated in an organized petition that has amassed nearly 700 signatures calling for Horner to step down from her post. The petition outlines a broad range of community grievances, citing alleged failures in administrative transparency, institutional accountability, equal treatment, student safety, and fiscal oversight, while asserting that the public has lost confidence in the current leadership.

When questioned about the petition, Horner stated that she does not intend to address its demands or step aside. Emphasizing her dedication to the role, Horner explained that she sought the superintendency specifically to serve Kenowa Hills and remains deeply invested in supporting the district's educators, community, and student body.

Community frustration has also been fueled by Horner’s multiple administrative responsibilities within the district. In addition to serving as superintendent, Horner holds the titles of human resources director and Title IX co-coordinator, leading some parents to voice concern that she is managing too many competing administrative duties.

Addressing the issue of dual roles, a spokesperson for the Michigan Department of Education noted that local school boards retain full authority to structure the specific duties assigned to their superintendents. Similarly, the Michigan Association of School Boards clarified that administrative structures vary widely across school districts, adding that it is relatively standard practice for superintendents in smaller or mid-sized districts to handle multiple operational portfolios.

The ongoing controversy now poses potential financial implications for the school district. Organizers behind the petition have stated that unless their leadership concerns are resolved, they will actively oppose the district's operating millage renewal appearing on the upcoming November ballot. In response to the proposed millage boycott, Horner urged voters to exercise caution, warning that opponents may not fully appreciate the negative cause-and-effect consequences that rejecting the measure would have on overall school operations.

The fallout surrounding the athletic department also coincided with the retirement of the high school's head strength and conditioning teacher. Horner stated that she was unable to comment on the specific circumstances surrounding that staff member's departure, as the district continues to grapple with the aftermath of the investigation.
